It's called Negro Dysregulation Syndrome (NDS), but is it a real thing?
Those of us who have lived among large numbers and high concentrations of black people — or, in my case, attended a black majority high school for four years — can't honestly deny that they are different.

With exceptions, they present as stupid, violent, vulgar, void of logic, maintain a minimal vocabulary, lack impulse control, and other characteristics rarely seen in white or East Asian people.
Symptoms of NDS are:
• Congenital impairment of the brain's frontal and temporal lobes.
• Symptoms encompass social and personal behavior, disinhibition, apathy, blunting and dysregulation of emotions, and deficits in both expressive and receptive language.
• Males and females appear to be equally affected.
• NDS generally presents as behavioral and language deficits.
• There is currently no cure or approved symptomatic treatment for NDS.
• Features of NDS were described by Arnold Pick between 1892 and 1906.
• NDS may be linked to frontotemporal lobar deficits (FTLD), which is characterized by neuronal deficits involving the frontal or temporal lobes and, again, subsequent behavior or language deficits.
However, to claim that all blacks are victims of NDS is as irresponsible as saying that all elderly people have dementia. To claim that no black people have NDS would be as irresponsible as saying no elderly people have dementia.
In fact, the symptoms of NDS listed above were actually drawn from Wikipedia's article on Frontotemporal dementia.
That's not to say that large numbers of black people have congenital dementia or that the elderly turn black. Rather, it's to note that dysregulation or, specifically, frontotemporal lobar deficits may be a common denominator between the two.
So, when black criminals are excused with the 'mental illness' defense, it may contain more than a grain of truth; like a grain elevator.

So. The problem is one of multiple factors from locale to evolution.
1) Due to the location of the South African native there was never a need to "prepare for winter" or to be ready for leaner or harsher times. For them it was the same year round so they were never forced to innovate like other peoples. They NEVER were faced with the proverbial "Winter is coming" problem.
2) W/O a winter to prepare for or any other emergency a people develop a fixed point in development where they don't advance because nothing is forcing them to. When reviewing the most commonly spoke language in SA (South Africa) prior to the white English settlers we find that their language lacked an equivalent to things like "Future" as well as with gradients like Tall, Taller & tallest. For them the closest translation to "promise: was to for one to be bound by your hands and feet. This is why so many blacks view a promise or commitment as problematic. They had no way of saying something is high higher or highest as there was only up or down and no gradients. This tells us a lot about their history and why they are the way they are.
South Africans never had to prepare for winter and so they become a race of people stuck in time, a race that NEVER advanced. They did not have to and so they did not. Once the British entered the picture things changed but until then the south Africans were still living in mud huts while most of the modern world was in buildings that were powered by electricity.
With enough time this resulted in an visionary breed of human which was physically strong but mentally weak thus why they are so prominent in professional sports.
South Africans can choose to deny their nature and be better but most choose to embrace their nature instead which is one of violence and laziness as well as distrust. Blacks in America are their own worst enemy and their time for screwing around and taking advantage of white peoples guilt has come to an end.
